[Pkg-gnutls-maint] Bug#467022: gnutls-bin: gnutls-cli-debug does not know starttls

Hi,

please add the --starttls option to gnutls-cli-debug as well. Why is
this a dedicated binary in the first place? (Reference: #348046).
