Bug#540449: needs a versioned dependency on libtasn1-3

If version 2.2-1 of libtasn1-3 is installed, gnutls applications fail
with errors like:

INTERNAL ERROR at /tmp/buildd/elinks-0.12~pre5/src/network/ssl/ssl.c:129: GNUTLS init failed: The tasn1 library version is too old.

Installing 2.3-1 fixes it.
