Pending gnutls28 transition (openssl wrapper)

Actually, thinking more about this, I wonder if we shouldn't just stay
away from gnutls28 for wheezy (and maybe going forward, too), because at
this point it's pretty clear gnutls26 will need to stay anyway (because
not all packages will be ported, and because not all packages will want
to go GPL3), and shipping both versions seems like it would have more
drawbacks than benefits.
