I have never found the need to manually touch, I am running Debian's
default setup, which looks like this on sid:

----------------------------------------------
(SID)ametzler at argenau:~$ find  /etc/ld.so.co* -type f | { while read i ; do ls -l $i ; echo "#### $i starts" ; cat $i ; echo "#### $i ends" ; echo  ; done ; }
-rw-r--r-- 1 root root 35 May 4 2007 /etc/ld.so.conf
#### /etc/ld.so.conf starts

include /etc/ld.so.conf.d/*.conf

#### /etc/ld.so.conf ends

-rw-r--r-- 1 root root 44 Jul 29 2007 /etc/ld.so.conf.d/libc.conf
#### /etc/ld.so.conf.d/libc.conf starts
# libc default configuration
/usr/local/lib
#### /etc/ld.so.conf.d/libc.conf ends

-rwxr-xr-x 1 root root 108 Jun 6 16:57 /etc/ld.so.conf.d/i486-linux-gnu.conf
#### /etc/ld.so.conf.d/i486-linux-gnu.conf starts
# Multiarch support
/lib/i386-linux-gnu
/usr/lib/i386-linux-gnu
/lib/i486-linux-gnu
/usr/lib/i486-linux-gnu
#### /etc/ld.so.conf.d/i486-linux-gnu.conf ends
----------------------------------------------

I am sorry I cannot provide more assistance in this respect.
