gnutls28 in experimental : strange dependencies on libtasn-1-{3, 6}-dev

Hi Debian GnuTLS packagers--

In experimental, gnutls28 (version 3.1.6) has:

Build-Depends: libtasn1-6-dev (>= 3.1)

but debian/control also has:

Package: libgnutls28-dev
Depends: [...] libtasn1-3-dev (>= 2.14)

It seems weird to me to build the package against one version of
libtasn1 and then have the *-dev package Depend: on an entirely
different version (a different SONAME, even!).  Is this intentional?  If
so, why?  Is it documented already someplace?

Or maybe the B-D got bumped but the -dev dependency got overlooked?

Thanks for packaging gnutls in debian.  It's really great to have the
cutting-edge versions available in experimental during the freeze.
