Justification: security impact, prevents building gnutls26 and gnutls28

Hi,

there is no guile-2.0 on m68k, and it is extremely unlikely
there will be any, so please skip build-depending on guile
on m68k, similar to what appears to be done on IA64. I’ve
put gnutls26 on not-for-us on m68k until this is fixed, as
we’d lose the functionality that is already moved out of it
on that arch totally.

No need to do an extra upload for this, but *please* include
this with the next upload that is anyway done.
