Bug#737030: libgcrypt uses processor features not allowed for armhf (and i386?)

Looking at the sources, and adding the missing arm source files, you'll see that
at least on armhf the neon optimizations are enabled by default. The Debian
armhf port is supporting vfp only. If you don't want to disable that for all
cases, you may want to provide two implementations and selecting the one needed
using the ifunc support provided in recent glibc/gcc versions.

I didn't check armel yet.

The configury detects avx and sse features on i386 too.  I didn't check if these
are then enabled by default too.
