Bug#714589: Request Multi-Arch support for package libgcrypt11-dev

Dear Maintainer,

This bug is still present in the new libgcrypt20-dev package. Here are the issues I noticed:

 * dumpsexp and hmac256 binaries.
   A possible solution would be to move them to a separate Multi-Arch: foreign package.

 * libgcrypt-config configure script.
   Such configure script tend to be obsolete as pkg-config is a more standard way of getting this
   kind of information nowadays. So an option would be to remove it.
   Alternatively, one could remove the library paths since it's not necessary to add them to -L on Debian.
   Then only the my_host variable would remain. Maybe ithe --host option could be removed too?
