Bug#1017413: gnutls-bin: ships tpmtool(1) manual, no corresponding executable?

Dear Maintainer,

gnutls-bin ships /usr/share/man/man1/tpmtool.1.gz,
but no corresponding tpmtool executable.

Indeed, there doesn't appear to be a tpmtool in the distribution at all:
  https://packages.debian.org/search?suite=sid&mode=filename&searchon=contents&keywords=tpmtool

I'm assuming this is a relic
or misconfiguration that fails to produce the binary.
