[pkg-go] new upstream version for golang-capability

Hi Johan,

You renamed the Source package in debian/control and debian/changelog. I
don’t think that’s okay to do, since then the package needs to enter NEW
again, and suddenly we have two source packages generating the same
binary packages.

Unless it’s really important, can we just not rename the source package?
