[pkg-go] Changing dh-golang to work with Go shared libraries

Hello everyone,

I've been working upstream on Go shared libraries. That's all going
well, but to be able to use Go shared libraries in the distro we need
to think about packaging them, and I'd like to make some changes to
dh-golang to help with that.  I wrote a document with my ideas:
