[pkg-go] RFS: golang-github-rakyll-globalconf

Hi everyone.  Thanks to Michael for uploading a fixed version of the goini 
package yesterday.  

Now that it’s in the archive (yay), I’d like to request an RFS for 
golang-github-rakyll-globalconf, which has a build and install dependency
on goini.

The repo is available on alioth, at the usual place.
