Justification: fails to build from source

Automatic builds of golang-github-vbatts-tar-split have been failing
because its build dependencies include

  golang-github-codegangsta-cli-dev | golang-codegangsta-cli-dev

and

  golang-github-sirupsen-logrus-dev | golang-logrus-dev

These terms are both technically satisfiable because
golang-codegangsta-cli-dev and golang-logrus-dev both exist in the
archive.  However, for the sake of reproducibility, the autobuilders
only ever try the first option (modulo explicit architectural
constraints), and consequently fail.  Please either remove the
references to golang-github-*-dev or swap them to appear after the
packages that are actually available.
