[pkg-go] Work-in-progress on golang-github-docker-notary

Hi everyone.  I’m checking in my work-in-progress for golang-github-docker-notary, a dependency
for Docker 1.9.  I thought I would do this so someone else doesn’t end up duplicating my work so far.

I’ve updated the pristine-tar, master and upstream branches for the very new 0.1 release and refreshed
the d/patches directory to reflect upstream merges and development.  Unfortunately it doesn’t build
yet I think due to lack of proto3 support in the golang-goprotobuf-dev package.  Hopefully someone can
help out, or I’ll probably figure it out in a few days.

Oh, I’ve also pushed a new build dependency to alioth - golang-github-olekukonko-tablewriter - if anyone
would like to review and upload.
