[pkg-go] golang 1.6... basically ready for upload

Mostly away from email so please excuse lateness, brevity, top-posting etc.

1) for Ubuntu we're carrying a patch from IBM that contains their port to
s390x. I don't know if you guys want to pick that up too.

2) a change to debian/rules' clean target is needed: a generated file has
moved from src/runtime/zversion.go to src/runtime/internal/sys/zversion.go
or something like that.
