[pkg-go] prometheus debian/init: sleep longer when stopping the daemon

Sleep loop could be completely replaced by "start-stop-daemon" with parameter
"--retry=TERM/30/KILL/5"...

Current solution may be insufficient if daemon needs even more time to 
terminate...
