[pkg-go] Build failures in arch:all packages (Was Bug#819452: golang-fsnotify: FTBFS, not working at all in ppc64el)

Hi all,

I filed today the bug referenced below, and got me thinking about the
wider issue of having hundreds of arch:all packages which might not be
working at all on certain architectures, waiting for some arch:any
package to pull them as dependency to finally blow up.

Not only these are bugs waiting to attack, but also there is the problem
of a correct program being considered RC-buggy, when the fault is really
in a dependency.

I don't know what would be the best way to handle this, but we should
probably think of something..

As I reported upstream (https://github.com/fsnotify/fsnotify/issues/130),
fsnotify does not seem to work at all in ppc64el. I noticed this when
trying to
solve a FTBFS in prometheus, that can be tracked down to this module not
producing any events in that architecture.
