[pkg-go] Bug#819930: dh-make-golang should depend on git-buildpackage and pristine-tar

Dear Maintainer,

It seems dh-make-golang has a missing dependency on git-buildpackage:

Moreover, after installing gbp, I encountered the following error:

This was solved by installing pristine-tar.
