[pkg-go] Proposal for stretch container release goals

Hi everyone.  I'm interested in putting together some container-related release goals[1] for
the Stretch release.  Is anyone else interested in helping out?

Helping out will probably be doing pretty much what various people on the pkg-go team
are already doing, i.e work on Docker, Kubernetes and their dependencies.  (-:  I'm willing
to be the advocate and do all the paperwork as mentioned on the release goals page, and
also continue doing the packaging work.

I propose writing up some release goals on the wiki that would look something like this:

* Package some recent version of Docker
* Package some recent version of Kubernetes
* Package some recent version of Rocket

In regard to what "some recent version" means I'm hoping that once we catch up with
the latest Docker and Kubernetes, it will be easier to keep tracking subsequent releases.
An exact version can be nailed down closer to the release freeze.

Any thoughts?
