I understand the feeling (I've been there), but I concur that using bugs
for this is a bit awkward... Anyway, I don't mind them, but you have
extra work to do to create them and then close them..

What I would suggest instead, is that we all try to help with sponsoring
uploads. I know I haven't done it, but I will try to change that.

A good way to see what needs to be done -open bugs, pending uploads,
etc.- is to use PET: http://pet.debian.net/pkg-go/pet.cgi

When used well, PET is an incredibly useful tool for team work. But
needs conventions to be followed, like not setting the distribution to
unstable until the package is ready for upload, and stuff like that.
