I agree with Dmitry here.  A single merge commit makes it much easier to
keep packaging commits separate from upstream commits.

Can we make this part of the packaging policy?  I'm happy to remove
Built-Using when updating -dev packages.  It's pretty handy when
analysing packages that produce binaries, but it doesn't make much
sense for packages that are just source.
