[pkg-go] Bug#806261: docker-registry: Cannot access config.yml

Hi,

I pushed a fix to the packaging repo, which adjusts the permissions on
/etc/docker in the postinst script, upon an upgrade from a pre-existing
version or on a fresh install.

Now, this just needs somebody else from the pkg-go team to perform
the actual upload.
