[pkg-go] FTBFS: build-dependency not installable: golang-clockwork-dev

That was an easy to do mistake: debhelper installs everything directly to 
binary package when there is only one binary package.
Once second binary package is introduced (on this instance it was a 
transitional package) debhelper/dh_auto_install installs to "debian/tmp" so 
you had to add an .install file as well.
