[pkg-go] Bug#835377: godoc requires explicit GOROOT

The general recommendation is to not set GOROOT, because the go tools
know what it should be with a default install (see [1] and [2] and
numerous discussions on golang-nuts mailing list).

However, godoc does not use the implicit GOROOT (the one shown by go
env) and requires setting it explicitly to get expected behavior (e.g.
providing documentation for standard library packages).
