[pkg-go] Packaging flannel

Hello, team.

I see that flannel packaging is already on going [1] and, according
to PET [2], it is ready to upload.

Are you planning to have it uploaded?

I tried packaging it myself, but I see it is not very straightforward
for dummies (me).
Anyway, let me know if there is any way I can help on it.
