[pkg-go] Bug#846552: hugo: New upstream version available

Dear Maintainer,

a new upstream version (0.17) of Hugo has been available for about 2
months now. Could you please package it for Debian? There are a few
version interesting new features available:

* multi-language support
* content expiration
