[pkg-go] golang-google-cloud is marked for autoremoval from testing

So the armhf failure here is a flaky test, now fixed upstream. For MIPS,
I'm not sure what's going on, honestly I'm surprised it's ever built there,
it's possible a few retries will make that work, or maybe we can just
remove the binaries on MIPS and stop building there (unless someone cares).
Does Someone(tm) want to upload the flaky test fix? (I don't think I have
upload rights to this package). And then I guess we talk to the release
team to allow it to migrate? (which should be OK as the upload will fix an
RC bug?).
