[pkg-go] Bug#872423: dh-golang: Please build -dev packages only in stage1 to break build-dependency loops

Dead Maintainer,

Runc source package breaks dependency loop with
golang-github-docker-docker-dev by
embedding docker source.

IMO dependency loops involving go packages could be broken automatically by
changing
dh-golang to build only -dev packages in stage1 and changing dh-make-golang
to generate
golang-*-dev <!stage1> build dependencies and tagging the rest of the
packages with
Build-Profiles: <!stage1> field.
