[pkg-go] Bug#877146: update to runc (1.0.0~rc4) breaks docker

Trying to `docker run` returns the following error:

docker: Error response from daemon: oci runtime error: flag provided but 
not defined: -console.

This might be related to: https://github.com/moby/moby/issues/30198
