[pkg-go] update golang-github-cenkalti-backoff to 1.1.0.

Hi,

I would need to update golang-github-cenkalti-backoff to 1.1.0 for restic
0.8.0.

I've updated the package on alioth[1] (with new build-dep
golang-golang-x-net-dev), uploaded the update to mentors[2] and used ratt to
check if there was no rebuild issue:
