[pkg-go] Bug#888153: prometheus: Performance problems in 2.1.0

Justification: renders package unusable

The upstream developers of Prometheus have advised me to block transition of
prometheus 2.1.0+ds-1 due to some serious performance issues introduced with
this release. I expect a fix for this will be released soon, but meanwhile this
bug should stop prometheus from migrating to testing.
