[pkg-go] Bug#888587: Revert to Arch:all

For a brief time, the package is being marked Arch:any to produce
detailed logs. We would like to support additional release
architectures, but the package is Golang source (and autopkgtest did
not run on the affected architectures).

The package should be marked Arch:all before being allowed into testing.
