[pkg-go] moving to salsa.debian.org

I don’t mind having the compiler packages in the go-team.

Hypothetically, can we set ACLs on subgroups? If so, we should have
go-team/packages (already exists) and go-team/compiler, with the option to
maybe ACL go-team/compiler differently in the future if the need arises.
