[pkg-go] Rename golang-github-opencontainers-specs-dev to golang-github-opencontainers-runtime-spec-dev

Dear Go Pkg Team,

right now the package name golang-github-opencontainers-specs-dev is a
bit confusing, at least for me. Here's the situation:

Upstream: https://github.com/opencontainers/image-spec
Package: golang-github-opencontainers-image-spec-dev
Comment: OK!

Upstream: https://github.com/opencontainers/runtime-spec
Package: golang-github-opencontainers-specs-dev
Comment: Confusing!

So I would like to change the name
golang-github-opencontainers-specs-dev to
golang-github-opencontainers-runtime-spec-dev.

Do I have your agreement for that?

I've seen it done in other packages, like in prometheus-golang-client
[1], so I can do the changes easily. However I might need someone to
rename the repository, I don't think I have the rights to do that.
