[pkg-go] Bug#900056: certspotter: Please update to latest upstream version

Hello,

please update to the latest upstream release, currently 0.9,
which removes support for now non-functional logs fixing the
following error messages:

    certspotter: ct.startssl.com: 2018/05/22 16:40:07 Error retrieving STH from log: Get https://ct.startssl.com/ct/v1/get-sth: dial tcp 104.192.110.221:443: i/o timeout
    certspotter: ctlog.wosign.com: 2018/05/22 16:40:08 Error retrieving STH from log: GET https://ctlog.wosign.com/ct/v1/get-sth: 404 Not Found (<html>
    <head><title>404 Not Found</title></head>
    <body bgcolor="white">
    <center><h1>404 Not Found</h1></center>
    <hr><center>nginx/1.10.2</center>
    </body>
    </html>
    )

The changes from 0.8 to 0.9 are minimal and the package builds
without any changes.

    $ sha512sum certspotter_0.9.orig.tar.gz
    fe77cc212b58bce85c80c04e06a18c33bfc211b52920c9876ba3ff4b8bfbee92468c8f3915d576229f3c54417501ff042f95e57d9e46dbc5b35085062eee67d0  certspotter_0.9.orig.tar.gz

Please also consider making a backport to stretch so users can
enjoy less error messages.
