[pkg-go] debian-go mailing list

IIUC, people are supposed to subscribe to a package to receive the
automated mails which currently go to our mailing list.

I’m not sure which address should be put into the maintainer field, though.
Maybe reach out to listmasters and other larger teams? Perhaps the Perl
team has figured this out already?
