I uploaded an old version of this on purpose, because of the
dependencies. They had a dependency cycle, which I reported in a bug. I
think it has been fixed now, so I will look again into it.

No, the tooling does not yet support the new repo layout, you just add
upstream's repo as a remote and pull from there into the upstream branch.
