[pkg-go] RFS: golang-github-zyedidia-tcell

Hi, Go Team!

I prepared packaging for https://github.com/zyedidia/tcell
It is present at
https://salsa.debian.org/go-team/packages/golang-github-zyedidia-tcell

This package depends on two packages for which paride has already sent RFS for:
     golang-github-gdamore-encoding
     golang-github-lucasb-eyer-go-colorful
so those two should be uploaded first.

Please review this and upload.
