[pkg-go] Bug#847520: please consider naming the new section go, not golang

Yes, the original proposed description by Josh Triplett, makes it
pretty clear IMO:

  Go programming language, libraries, and development tools

  Packages in the "golang" section provide implementations of the Go
  programming language, development tools for Go, and many third-party Go
  libraries.
  `---

So, could we get the golang section created? We've got more than 1100
binary packages now in the archive that seem to fit the section. And
the most important blockers have now included the patches to add the
section information. It would definitely be nice to have it ready for
buster.
