[pkg-go] Bug#912146: Symantec CT Log Servers have been EOL'd

Hi!

At the end of September Symantec EOL'd their CT log servers, which now
cause certspotter to issue warning when trying to contact them

Upstream has a simple patch ready at
https://github.com/SSLMate/certspotter/commit/20b1df83cc5b35e70141c5f40c23314011acaa16,
please include this in Debian to get rid of the warnings.
