[pkg-go] Bug#941209: rclone manpage details installing from upstream

The rclone(1) manpage has an "Install" section towards the beginning
which explains how to install rclone from upstream — i.e., download
the binary from the web and run that.

This is obviously not the preferred way of running rclone from the
rclone Debian package.

The manpage should be adjusted to be appropriate and relevant to a
Debian system. Probably just deleting that entire section would do.
