[pkg-go] Bug#942863: gitaly: /usr/lib/tmpfiles.d/gitaly.conf with hardcoded username

Hello,

during package configuration, Gitlab asks for a system user to be used for the
local Gitlab installation. Unfortunately, `/usr/lib/tmpfiles.d/gitaly.conf`
still has the username `gitlab` hardcoded, so it's broken if you enter a custom
username at the aforementioned Debconf question.
