[pkg-go] Bug#962604: bindata-assetfs should build the utility as a binary package of its own

go-bindata-assetfs, like go-bindata, has a command-line utility that
generates a bindata(_assetfs).go file. While the go-bindata package
includes a binary package for it, go-bindata-assetfs doesn't. This
prevents me from generating that file in a package I'm working on.
