I've checked with upstream, and got this response:
11:33 <mheon> siretart: i recall merging a commit that changed the way we
handle enabling/disabling the build cache, but it should still
be working + enabled by default
11:34 <mheon> possible we've introduced a bug, cache is difficult to do
automated testing on AFAIK
11:34 <mheon> i would open a github issue about it so we can make sure this
is resolved prior to 3.0 final
