[pkg-go] Backport restic to bullseye?

Hi Jan,

Speaking for myself I won't have time to backport restic anytime soon. 
There are a few dependencies that have to be updated. From the 
changelog:
- golang-github-cenkalti-backoff-dev to 4.x
- golang-github-spf13-cobra-dev to 1.2.1
- golang-github-pkg-sftp-dev to 1.13.2

It's not ideal, but you can also manually download and install the 
version from easily install the version from testing/unstable on 
stable.
