Setting these bugs to fixed.

  * golang-github-satta-ifplugo is ready for gopsutil v3.
  * slinkwatch does not need to depend on gopsutil at all; it uses
    golang-github-satta-ifplugo, which until the latest version did not
    state a dependency in its -dev package on gopsutil to be pulled in
    transitively in the slinkwatch build. Will upload a version of the
    slinkwatch package that drops the gopsutil dependency altogether
    soon.
