[pkg-go] Bug#1142198: golang-github-optiopay-kafka: remove from testing?

This package has no reverse dependencies, and was last updated in 2020,
does it make sense to keep in testing?  Or even in Debian?

It is affected by the go.mod issue:

Opening this to have some discussion, maybe we don't need to QA upload
this package.
