[pkg-go] Bug#1145326: keep golang-github-qor-inflection out of forky/testing and consider removal

The golang-github-qor-inflection package was last uploaded on
2018-04-23, and contains an upstream release from 2015.  It has no
reverse dependencies in Debian.

However upstream has had some activity since then, although the last git
commit was around 3 years ago.  It does seems to have some uses in the
Go eco-system, if the GitHub 'Used by 210K' claim can be trusted:

Thus, I can't fully motivate removal of this package just yet, but let's
trigger autoremoval so we don't ship it in forky/testing unless any
reason comes around that we really want to.  If any consumer of this
package ever appears in Debian, feel free to upload an updated version
of the package closing this bug to allow re-entry into testing.
