What you describe might help for the supported linux platforms. If one
has to configure all sorts of secondary architectures, this does not
seem like a very feasible developer setup, though.

I'd also like to be able to cross-build Windows binaries using CGO and
the MinGW compiler toolchain. At the moment I can do this with jessie,
with a slightly patched golang 1.4.x backport.

I have another idea: How about adding a separate package that contains
compiled libraries for all non-native architectures, using
cross-compilers (such as the MinGW compilers or
gcc-5-arm-linux-gnueabihf) to build the CGO bits?
