[pkg-golang-devel] Bug#852724: golang-1.7: go install -race fails with "permission denied"

I believe upstream is discussing a change in `go install` relevant to
this issue.  It was recently added to the go1.9 milestone.

Note `go run -race` may be a satisfactory workaround.
